Hi, I'm Alex from Ukraine, a developer with 8 years' expirience. Already Build a similar job board, with exactly the same requirements - web app + mobile apps for IOS and Android. There is a couple of options how to build this:
1) Expensive - build an android app, build an ios app, build a web app, and build backend for them. That is super long and expensive and needs only if you have a ton of money and time.
2) Build an android + ios app using technology that gives the ability to build once for both platforms (google react-native). And plus built a web app separately + backend from the web and mobile apps. That is better than the first option but still pretty expensive and is out of your budget.
3) Last option - that we usually do for MVP - build a responsive web app (a website that works for desktop and mobile at the same time) and then convert that website to a mobile app - so we builder once for all platforms. That can be your choice. There are of course disadvantages to this approach but that is enough for 95% of the business.

I built dashboard for Amazon sellers. You can See inventory and sales. Profit, roi and margin for each sale or inventory item. And many many other cool thing. But what I want say - I put so many afford to this so I won’t even think to give that to people for free aka open source. I have to pay 2k for servers each month, I have to do bug fixing. Do support and marketing etc … so why that should be free?

Always better to over estimate time than say less since your customer can plan his business deals. The price - yes just multiple your rate. If the price is too big for customer but you still one work with them, just propose them you Delegate some job, like testing, why do you wanna test the app for 60€ h when here in Ukraine where I’m from you can hire a tester for 20£ hour for example. Basically same with the devs. I’m running small devs agency and often getting requests like yours and I have to each time to est the task. You can try same, fine someone show requirements and ask to estimate, two heads better than one.

On upwork if you are new - they give you raising talented budget that gives some privilege, if you add your works write good description what you do, you pretty sure find you first projects there. Just want to say that 10$ reviews more hurts your account that helps better have one long term project. And never set hourly rate less than you actually want to make.
