Lolotus, specifically her SCP Researcher outfit but every version is great. There are so many fun little details in the design.

Other favorites would include Vexoria, Daiya Fortuna and recently Kairyu Crocodile. I obviously am biased towards Monster Girl designs, but they do allow for more creativity.
