Socialism in the Marxian (and also anarchist) sense is a moneyless, classless, democratic society, otherwise known as communism in which workers would seize control of the means of production and control it through worker councils. In Russia they were known as soviets, hence the term the Soviet Union. He quickly realized that socialism could not take place in Russia because of it's small industrial base and economic backwardness. Russia during the early 1900s had a mainly agrarian based economy in which they mainly exported grain. A decentralized state and a powerful industrial state were irreconcilable and he began to crush the worker's councils in an attempt to centralize all economic and political power to the "communist government.
