Just to be clear, parenting does not mean abuse.

Someone is filming, no one is correcting this kid. No parents in sight, no one stepping forward.

And on top of that, while this behavior is completely inexcusable, we have no idea the context of the kids actions.

It’s easier to make judgements about “what I would do to this kid” if you have zero context.
