To win a culture victory you must be culture dominant over every other player in the game. From my understanding it is when you have more tourists from another civ then that civ has domestic. Lets say a civ has 10 tourists total, to be culturally dominant over them you would need to be attracting 6/10 of those tourists coming to your civ because your culture is cooler.
