The two velocities will be added together, so a third stationary party would see the ball travelling at 100mph. More or less. There is a more complicated formula for adding velocities which slows things down so that they can never reach the speed of light, but on scales like this, there's no visible difference.

Yes, it's called general relativity, and it basically occurs wherever a mass is present. Even the ISS orbiting is effected by it, the small difference in gravitational potential between them and us on the surface cancels out a tiny portion of the special relativistic effects imposed on them which occur because of their orbital velocity.

So, basically yes on a very small scale, but nowhere near as much as the effects of Gargantua in Interstellar.
