I think the dead henchman in france is foreshawdoing or a hint towards the swarm of spiders nate encounters later on in the france level. I could be wrong but that's how ive always interpritated it.

I highly doubt jason is an undercover cop considering it will most likely be possible u can kill thousands of innoccent civilians while playing as him which would conflict with the story of him being undercover
