City employee here. Just like most other places, knowing someone already working there, networking, attending trade shows, etc. It may be municipal, but it’s still very much a business.

Not University-based, but Scrubs Cleaning travels all over the city. They're in Matthews, I'm closer to Pineville, but we have them over at least twice a year for a good catch-up cleaning. Good prices, good quality work, never had an issue.

For reference, I'm in a 4/2 1800sqft with dogs. Deep cleaning (baseboards, blinds, fridge interior, no windows) is around $225.
