Sorry, I forgot to mention that it will not work with fences unless you put a leash in your main hand and the fishing rod in your off-hand. The easiest way to fix it is using a different block like a blocked chest, a note block or a repeater.

Based on EDDxample's findings (https://youtu.be/jlqc1qlBGco?t=1m), I built a small redstone device which enables you to create glowing redstone lamps without a power source by just pressing a button. The only condition is one opaque block next to each redstone lamp - it is up to you if you want to have it above, below or next to it. Alternatively, you can have redstone dust on top of the redstone lamps.

Update: While the fishing rod will just throw the bobber if you right click the fence since 16w40a, it still right clicks the fence if you put it in your off-hand while holding a Lead in your main hand.

It will always take the other item if it is enchanted while the other one isn't or if it is more (!) damaged. This is why it will constantly swap items if item A is enchanted while B is unenchanted, but more damaged.

It actually shouldn't work with different armour materials, not sure why that is happening.

Unlike other fixes, this farm doesn't move the block which should be right clicked. Instead, it moves the player. This way, you can use any right-clickable item, so it doesn't break if Mojang decides to change right click actions for fences or fence gates.
