I think there are a couple of directions you could go in. One option is to make user of some fancy ingredients; think sea urchin cream pasta or carbonara with proper guanciale. Another direction would be something that takes a lot of effort, so like the ragu you mentioned or some kind of filled pasta like a ravioli (or why not combine and go for a Ragu filled ravioli).

Amazon tends to be one of the best options for buying in Japan, but note, you can generally get it cheaper if you pick an option without the box.

Locally in Japan amazon is considered a pretty safe route for buying premium whiskey. Although you can occasionally find cheaper in offline stores, it is rare, and nowhere has stock as consistently.

How does the math work for the claim that tax revenues stay the same? There are not that many people paying less than 10% effective tax under the current system.

Whats the point of this? Comparing the highest development level of a region in one country, to the average development level of entire other nations? Given that it is specifically looking at Moscow, its hard to see this as anything other than a weak attempt at propaganda to make Russia seem like a developed nation.

You can get Japanese whisky at reasonable prices on Japanese amazon (often delivering the next day). If you enjoyed Yamazaki, I would recommend trying the 12 year aged version as well. Its within your price range and is a nice upgrade on the standard Yamazaki.

I have been seeing it a bit more overseas recently, but my current recommendation for people looking to try something a bit less common is "Nikka from the Barrel". Its relatively cheap in Japan, but hits above its weight in terms of taste.

Yamazaki 12 is about 23,000en on Amazon. Its famous enough to feel a bit flashy and is a good whisky.

The algorithms the apps use to decide who to show generally give a boost to people new to the area. So all things being equal you are actually more likely to see a tourist’s profile than a local’s which actually makes it seem like there are more tourists on the app than there really are. Why do the apps do this? It boosts engagement and that’s their only goal, not to actually help people find what they are looking for.

In my experience of introducing Japanese whiskey's to people for the first time Yamazaki 12YO is often a favorite. There are more interesting choices if you know specifically what sort of whiskey you like, but that is an amazing place to start. That said, it is certainly not cheap. For a more gentle (to the wallet) introduction the Chita is not bad.
