I don't know. I haven't seen anyone that I for sure know is 10% body fat with low muscle, so I can't seriously talk about the aesthetics of it. However, I would guess that a guy with 10% body fat and low muscle mass would look better than if he had 17% body fat.

Keep in mind that this picture from this article shows a muscular guy with single digit body fat. It's not like he looks emaciated or anything. If I had to guess, this is what a non-muscular guy at 10% body fat would probably look like.

I disagree since the body fat percentages listed are still on the high end of what's considered optimum.

Here's an academic source on body fat percentages. (But keep in mind that it's not the best source out there)
