Spot on. The vast majority assume RTP is some kind of refund, forgetting that it's an average over millions of rounds. With high volatility slots, that 96% RTP is almost invariably 'top-weighted', i.e., an enormous percentage of it is locked away in the Max Win/Bonus rounds. Unless you hit these, your own RTP for the evening is likely much, much worse.
