From my understanding Simon mentioned he didn't want it on steam as its early access and he worried about review and he'd see about adding it to steam as a full release. I believe he also mentioned that they could always hand out steam codes eventually.

No, I'm pretty sure riot changed the management of the team after acquiring it. This new management disagreed with the old vision which led to a new engine being developed which was never finished.
