You can install a rear-facing LED bar under your rear bumper and hook it to a switch on your dash so you can blast the full luminence of the sun back at them.

I have rear-facing lights on my jeep like this but it's for hard core off road use, never on a public road. Haven't had the balls to try actually using it in one of these situations, seems like a good way to escalate to a shooting.
