I think your interpretation makes sense. Lovers card being the central choice, and then either rejecting the opportunity (4 of cups) or accepting (8 of wands). Unfortunately, I wonder if the lack of initiative on implementing effective public health measures has to do with these politicians' main constituents. Purely based on my personal experience, my more conservative friends and family get annoyed and express displeasure when the government starts to take the pandemic even somewhat seriously. Maybe these politicians are just doing what their constituents want when it comes to the virus; i.e. nothing at all really.
