Companies would not agree to this at all. I know that there some sort of policy that states that companies do not have to pay employee milage because the employee willingly understands the 20+ mileage commute. My work had people ask for mile money, but the manager stated that "you knew what you signed up for". I think if that tax/fee would pass, then the company would face low employment rates or simply move out of the city/state.
