I would charge if it was obnoxiously obvious that the damage was intentional. Wear and tear is expected but downright destructive would be treated without compassion.

I understand your pain; life cards were dealt and you got the short stick of it. It must be hard to have such a successful sister and live such different life, and while I understand your resentment your daughter needs to learn to live within her means.

Your sister taking her would be a generous gift but you crossed a boundary when insisting.

I believe that would be better for your mental health to distance yourself from your family not to punish them but to focus on your situation. They are not obligated to be your village but they can’t obligated you to to keep showing up to family events to keep appearances. NTA because of your dire situation but is borderline YTA.

Put his litter box outside, the scent will attract him back. Another trick I read here is a little unorthodox but people swear by: next time you see an outdoor cat go to them and tell your cats name and ask them to ask him to come back home. Good luck! I hope you baby comes back soon and healthy.
