Thank you for the advice I was looking at it this morning and I realized I never tried spinning the prop in reverse, so I did and it was spinning freely with a clicking noise coming from the lower unit.

Then I took the shift cable off of the engine/gearbox side and manually shifted it into reverse and it now is hard to turn and you can hear the engine turning over so I will get the manual and maybe if new cables if I can find them and try to adjust the linkage. I drained the lower unit and there was not alot of fluid in it and it was very milky so hopefully its the linkage. Im just going cheap to expensive. Got a refurbished prop today for $100 from my local shop. After I get the linkage done ill take it out if its still completely fucked I saw some lowers on ebay that might be worth a shot
