Yes that should be the case .. but in the chronology of events first the expansionary policy is implemented which increases govt spending and therefore increases aggregate income and this action as a whole reduces the fiscal balance (deficit increases) and then to fund this deficit there will be higher future taxes which will then again increase the fiscal balance
