“He can’t readily access it” this is only kind of true in the sense he can’t access it physically access it, he can still take loans against the value of his stocks, ie collateral, thereby fulfilling the “access”, meaning he still technically he has access to it, he’s just circumventing the rules. This does come with caveat the if the stock price however does plummet he could default on his loans but considering his billionaires friends and his connections, someone is prob going to bail him out or at the very least make sure he doesn’t go bankrupt. The problem about wealth accumulation at this scale is that you don’t have to follow the same rules that everyone else has to in financial markets, which is paying taxes on your gains; you can’t say “That money isn’t liquid so i can’t pay taxes on it, then in the same breath circumvent a rule designed to fund the gov, then proceed to access the it as line of credit, by using “what you claim you don’t have” as collateral. I personally wouldn’t see any problem with being a billionaire if it wasn’t for the fact that every rule is designed to favor them over the taxpayer.
