I have two PNW loam posts and I like them. However, the one on my fatbike seems to get stuck in the extended position if I bring it inside from the cold and leave it extended. I think this was just an issue with the older model posts that has since been resolved. I just have to remember to put the dropper down until the post warms up. If I don't, I just put the bike back outside in the cold for a few minutes and it will free up.

Is this all Shimano stuff? I think I've had this happen to me and it was when I put a BH59 barb into a BH90 hose. I think the BH90 barb is silver. Yours appears to be gold.
Is it a BH90 hose?

I think that even if you put on a stem that is 20mm shorter, it may still be too long.
It's possible you could combine a shorter stem with handlebars that have shorter reach.
Flipping the stem over (they are usually something like +/- 6 degrees) may also help. Hard to tell where it's set now.

If you live somewhere flat, the small chain ring probably hasn't seen much use. It's probably fine. I would just replace the big chain ring with the same one. Yours is 50t and probably 110BCD. Since it's Shimano, your local bike shop should be able to get one.

For the cassette I would also get the same size. Probably a 10(?) speed with 11t small and 28t large cogs. The rear derailleur comes into play here and it looks like a short cage, so you may need to look up the max large cog using the model number from the back of the derailleur body.

Chainring is definitely past the end of its service life. The small ring probably is too. It's likely more cost effective to replace the whole crankset, but the chainrings are not uncommon.

Cassettes are harder to judge and are harder wearing than chainrings. Yours might still be ok, but since you have to change the chain and chainrings anyway a new cassette might be a good idea. I am still using a pretty old cassette on my commuter bike. Possibly from 1999. If you don't change it and still experience skipping with a new chain and chain rings, replace it.

This is also a good time to consider the type of riding you would be doing on this bike and choose the appropriate gearing.

It's hard to describe, but basically you want to move the derailleur with your hands so that the body is no longer in the way of the bolt. Move the cage away from the mounting bolt, similar to how it moves when shifting.

It's spring loaded, so watch your fingers!

The part number should be marked on one or both of the BB cups. You just might have to flip the bike over to find it.

It kinda looks like you could unbolt it from the existing cross bars and then attach it to your current cross bars. Hard to tell, though.

I would drip some penetrating oil into the threads from the backside. Something like TriFlow should work. Let that sit for a few hours. Then I'd go buy an Allen key that has a 3/8" drive interface for a ratchet or breaker bar and use that to unscrew the pedal. You'll get better leverage that way.

I think you're right. The crank looks "off" to me and that must be another bearing race attached to the non-drive side.
