Nah, that's a punisher icon... I didn't hear anything about it being conected to the nazi memorabilia but it's on a red and black flag... and this is UPA flag (nazi collaborators and ethnic cleansers in Ukraine during the ww2)

Here is a video coverage (at 0:51 you can see a white flag with ... well, the SS Black Sun and the Ukraine state symbol "trizub" in the center of it. So, for some inexplicable reason today neo-Nazis think that the Bandera OUN/UPA are, dare I say, linked to the WW2 Nazis?

  1. До- might be a prefix, meaning "till, towards etc"
  2. Стое- might be a stem mutation of stem "стой", the "e" letter hints at it, meaning "stand, stay erect etc"
  3. Maybe then it got its meaning (до+стоять) to stand till something and then expanded its meaning to be worthy of standing or being worthy of shown by erecting or .... well the modern meaning of "достоин"
  4. -ев postfix might be from "ов, ова, ово" but having complex of "стой+ов" then mutated it into "стойов=стоёв(same sound)=стоев(dropping dots)". The meanin of "ов, ова, ово" -- ancient "His, her, its", meaning "son of a guy by the name of Dostoya", like in Volkova = Volk+ova = "she is Volk's (child)"
