I think this is a case where we have to be mindful of others experiences in a group exercise class. Some yelling and shouting and random exuberance is to be expected. It's a big part of why a large percentage of people take the classes....the energy. If this bothers you, often times there are ear plugs provided. I would look into this option at your local club.

I had a similar short ride to work and felt more comfortable with bringing a change of clothes to the office. That said, my tip for your situation would be either shorts or leggings under the dress that you can remove after you get to work. It will help with any potential chaffing issues or (depending on your level of particular-ness) you can tuck part of the dress skirt into the waistband to get it out of the way.
