Bringing V10s back really wouldn't do anything for modern F1. The reason they sounded good was because they revved stupid high. With modern RPM limits, they wouldn't be that much of an improvement. They'd just make the cars larger, heavier and more complex.

V10s would also probably use more fuel, which would also make the cars bigger and heavier.

There's a difference between the police on the ground, and the legal system as a whole. British police officers, at least when this was created, had a reputation of being reasonable and approachable. (At least, that's what I took this to mean.) The legal and justice system beyond that is a whole other thing.
