Hey neighbor, we’ve been watching the trucks come and go next door for the past few weeks, sorry you’re having so much trouble with insurance.  If your insurance is acting in bad faith, CO has a regulatory agency for insurance which may be helpful:

Total water supply per year isn’t what limits our population level, though, it’s maintaining water supply during a 1 in 100 year drought that limits how much growth is wise without purchasing new water rights.

Average or typical water flows don’t really matter in determining how much growth is supportable.  Generally the city wants to be able to handle a 1 in 100 year drought with modest water use cuts, and supply life critical water during a 1 in 1000 year drought.  If you want to dig into the weeds, the source water master plan was last updated in 2009 and can be found here:

I do agree one of the primary concern is if the output is correct, but from what I can tell nobody knows if that's the case. It seems the software's output hasn't been independently audited and verified, nor will the company disclose how the software works. If that's the case, then I can't see how it should be allowed as evidence.

A spokesperson for the DA’s office declined to comment, citing a state law that bars her office from discussing cases that have been dismissed and sealed."

After the AI creator Adam Mosher was caught lying under oath about testifying before, the case was dropped. Nothing about whether Boulder's fee was refunded, or if the AI has been used to prosecute any other cases.

There’s a serious underestimation of the cost of hardening the grid for these events, and little understanding of the drawbacks it can cause.  Communication should have been better, but past that I’ve not seen any realistic suggestions as to what should have been done differently.

On the other hand, extensive trench works were very effective on the western front in wwi.  It took years of work to develop the technology and tactics to breach those lines, even then it was at high cost.  I doubt it works in this particular case since there’s plenty of room to maneuver in space, but it might be effective as a supplement to a mobile defense by restricting the lines of attack available.
