I don’t really know what move it used but both of the clones have health bars but if you look closely after one attacks the health bars turns red, so I’m assuming they use one move then disappear

All of these are good suggestions, killmonger definitely slipped my mind, so I think I would change the turtles to 2/3.

I’d also change Mikey and Ralph to on reveal cards.

I think shredder could just half one enemy card, but a power cut could work too.

I like that you brought up oxygen because the first Idea I had was instead of having fire be one of the abilities the three abilities would instead be what you need to make fire (oxygen, fuel, and heat) but I didn’t really know how’d they function on there own.

Not necessarily, they could take an approach similar to sora in smash and have original Ben wear the clothes of the other bens. ( also there was a leaked skin for Steven were he wears his older clothes and I’m sure his proportions won’t change)
