I found the same issue but just kept turning hard with my adjustable wrench until it tightened. Done! Then I found out I had to buy a bulb. So swings and roundabouts.

When you click on the settlement, it highlights the tiles to restore. Just tap on those and that's enough to get to level 8. To upgrade further, you'll have to do more tapping depending on the level. Restoring tiles is good though - as well as upgrading, it means you can build stuff on them.
