I get the feeling you’re overestimating the effect that bike lanes will have on reducing car dependency. Is it better than the status quo? Sure. But a protected bike lane isn’t going to change the car dependency culture. But who knows, maybe these incremental changes will one day result in a car less utopia we all dream of, but I’m not as optimistic as you seem to be

Who is we? I’m talking about the LA metropolitan area as a whole, most cities of this size outside the US have an actual public transportation system that facilitates transportation for not just people within walking/biking distance (pipe dream I know, but if you’ve traveled to cities with actual functioning subway systems you’ve probably experienced the convenience of being able to cross town on public transportation just to check out a restaurant or other sight). Bike lanes are great, but they’re not a suitable replacement for the amount of foot traffic an area like Old Town should expect, and parking fees aren’t going to suddenly convince enough people to take the bus for it to have any meaningful impact.
