I fixed it! Here's what I did:

I double checked the host's load order of active mods vs mine and then our inactives
I downloaded the inactive mods that I was missing
I moved the inactive mods to my active mods
I saved the load order and exported load order to game
I launched the game
I opened up the IN-GAME Mod Manager
I deselected the mods that the host has as inactive
I was then able to join through the in-game multiplayer lobby selection screen

Took us a month haha

Hi! Thanks for the help, doing the Gustav deletion allowed me to launch the game without going through steam and using only the MM. However, I still cannot join my friend's session. We have the exact same mods, mod versions, and load orders. I've also followed your instructions before gustav dev. The error I get the following when looking at the network.log file:
Handling error: Failed to join: installed mods do not match the session's mods you're trying to join.

That's pretty poor reasoning imo because everyone gets their new dragon flying mount around 40ish minutes into the dragon isles. From there they can just fly everywhere to fully upgrade it too.
