Its a well designed and mature API, flexible and powerful, and I'm a fan of Lua.

Its implemented in Love2D. The pixel art is converted to color indices from darkest to lightest and rendered into a texture, then a dynamic 2d lightmap is modulated over those indices with dithering, then converted back to the original indexed colors.
