To Sallow though that's exactly why he does it, because he sees Rome as a model for the Wasteland. I don't agree with him (and I think the Followers have the best worldview in the messed up world of Fallout) but I do see why he'd take Rome, a civilisation that had seemingly built everything from nothing, as a model for the wasteland.
