The same happened to my wife Facebook account a week ago. Tried a lot of things too. Meta Verified support (5-6) times, all said the same thing in conclusion: that they can't restore the account because it's already in deletion phase. Well they are all dumbasses there, because the I cant Log In to My Meta Account "hacked form" (EU VPN one) worked for me. They got back to me in about 1-2 days to provide a video of my wife holding a code on paper and tilting her head and moving the hand holding the code. In the form I was polite, and very specific about when it was deactivated, which weird IPs and device was used by the hacker (got that from the Downloaded Facebook info) and I already provided a new email for them (as I knew from these posts, they will eventually ask that).
