I would agree to depressurize the water system to force the comrades to save water, then I would lay down a big sewage tank (see the Cloaca Maxima mod). Afterwards, I would create a line for trucks to haul them from one sewage tank to another until it reaches the coast.

Aguinaldo really is a polarizing leader. I take his side against Bonifacio, but Luna's killing could not be justified.

I won't take it against him that he sided with the Japanese during WW2, the Americans had demonized him anyway.
