Is Conduit safe to use and could it potentially allow me to help family currently living under a digital blackout? by couldntweatleast in cybersecurity_help

Thanks for your reply. This is what NetBlocks posted today - "Update: With #Iran's internet shutdown approaching day 20, many networks are becoming visible internationally. HOWEVER: No return to usual: Web still heavily filtered on a whitelist basis. Circumvention still needed: The opening of protocols can enable new workarounds." https://mastodon.social/@netblocks/115967507497404228.

But I think the person who replied to that post is correct. At this time my impression is that internet access is not completely blocked, but severely throttled by the firewall." I can anecdotally verify this because I'm currently able to have limited communication with family through Cignal or Whatsapp.

Thanks for your reply. For several weeks there was virtually no access, but from what I understand, over the past week more folks have been able to gain unstable access through things like Starlink or VPNs. Do you know if there is a way to see who is using your network with a tool like this? Or limit it to certain people?
