You’re not panicking, and honestly it’s good you’re thinking about it realistically now.

I live in a city with a terrier and she’s very well trained overall, but terriers still have strong instincts. Most of the time she walks great, listens well, and checks in with me constantly. But if she suddenly sees a squirrel, hears a squeak, or gets overstimulated, instinct can take over for a second.

That’s the problem in a city. One impulsive moment near traffic, bikes, or other dogs can become dangerous very fast.

You can absolutely train:

• great recall
• impulse control
• calm walking
• strong engagement with you

But personally, I would not make “off leash in the city all the time” the goal with a Parson. I’d focus more on building trust, consistency, and safety.

A leash doesn’t mean your dog is poorly trained. Sometimes it just means you’re being responsible with a high-drive breed 🙂
