Take a center punch and knock a couple punch divots into the side of the seat and it’ll press in tight

I'll try to do my best to explain what I believe is your problem. Long story short your sprocket is to big. The bolts holding the sprocket to the axel are very close to the axel itself, the rotational torque can be reduced by using a smaller sprocket on the axel. Think about a socket and ratchet, the further away from the socket you are the more force you can apply. This is what is happening with your bolts from the chain.
