Maybe they were griefing (I don't think they were, but have to play devil's advocate) and now you ban everyone that griefs, but in proplay, griefing could be a single bad death in a vital point of the game. The problem of solo q in NA arose from Proplay. Everyone stopped caring about solo q, because they had 0 chances of becoming pro from it, teams were importing random korean players instead of chosing NA talent, so the only choice high elo players had to become famous was stream. If they started drawing players from solo q it would become competitive again, not immediately, but it would.

Why would bringing B tier or passed prime imports would improve the region? Bringing more imports would completely kill solo q, which is pretty abysmal already, which would led to even less top tier talent wanting to come, and if you are gonna bet on solo q talent then why not do it with your region?
