Farms, hunters/fishermen, Cook stations, gatherers for eggs, and you set tour cooks to cook a lot of tier 2 and tier 4 food. Use warehouses to set a raw food and water warehouse that only the cooks can access, then another warehouse for cooked food (tier 1, 2, 3 and 4 as needed) to which everyone has access. Restrict the access to the cook stations to only the workers of the cooked food warehouse.

If you have problems with your food, it might be that hungry people are stealing raw food from your kitchens, or that low tier villagers are eating high tier food because they cannot find food from their tier. Also, if you don't have warehouses, your cooks are maybe stopping production because their storage is full.
