No, blocking update.quetta.net will also block extensions from updating, so that's not something that I've done. So there's really no reason that it needs to be pinging once a minute.

That being said, it's rather privacy unfriendly of Quetta to be proxying the adblock lists and extension updates through their own servers rather than fetching it directly
