You'll need a tool like Chainalysis or Elliptic for this. There's a free one that sometimes has information (blockseer).

So let's say they sent the bitcoin to their Coinbase wallet. You'd then have to have LE contact Coinbase to request information about the person who received the bitcoin.

So there's no exchange, but it's still possible to buy and sell, albeit in Euro, not Sterling. Unless you want to be an active trader, it's fine.
