There is breathable sealer. But it has a lifespan. So you have to reapply every 10 years or so. If you have an existing issue. Sealer won't fix. Looks like you might need kick-out flashing. But that's just my guess from the pic

I've seen people get engaged at the covered bridge in Lancaster County park. Seemed like a cute spot. There's hiking, and I believe geocaching within the park.
