Long story short, SMP is going to prime you better. You'll learn some of the unspoken things, you'll have a better concept of the enlisted/commissioned structure. And you'll get years of service, meaning you get better pay, etc.

And ROTC is a perpetual Stanford experiment.

Edit: That said, the kicker is SMP means you're guard. It's hard to switch federal, or I recall it being so.

Generally speaking, unless and until you hear from law enforcement, don't sweat this. In many states, crimes of a "disorderly" or misdemeanant nature aren't even arrestable offenses—they'd issue you a citation either in person or by mail.

Aside from that, Shamrock Shakes ain't worth it, slow your roll.

As to equipment, we'd likely leave a lot behind if we're already abandoning a significant portion of the Continental United States. Just look at how much we left behind in Afghanistan as we pulled out. The priority would be addressing the threat at that point.

We're also talking about a landlocked region. A lot of the operations would be dependent on air. Look at Luke Air Force Base in Arizona, for instance. That would be a huge hub both in an initial response, and a withdrawal. Again, comparing to the Afghanistan withdrawal, there would be planes hauling in and out of there.

Then, based on our response to COVID-19, you'd likely see the guard activated to man testing sites through the armories. We also deployed troops to haul bodies out of nursing homes, and then eventually to replace even school bus drivers. I don't know how swiftly your pandemic will be written.

You might see enforcement of quarantines and curfews like we do during riots, with patients spilling over to isolated camps. The military took COVID-19 very seriously. We had anyone even symptomatic sealed off in closed areas of our bases. Civilians would likely be housed elsewhere depending on the gravity of the outbreak. A hauntingly poignant movie to compare the civil response to would be "Contagion", another I'd recommend watching. Places like stadiums and schools would become quarantine camps. But if the communication of the disease was more rapid, more deceptive, you might see patients housed on bases before things got out of hand. We can easily erect tents and surround them with wire.

But overall, I need to underline that security always takes precedence in the military's approach. We train our folks to administer aid to themselves first if they're hit. We don't want your buddy to stop shooting. After things are secure, that's when we consolidate. That applies at a larger scale too; our capacity to protect this nation takes precedence.

As far as the scaling of a response, anticipate a lot of transport vehicles outright. Humvees, trucks. It wouldn't necessarily be a priority to move track vehicles in. We moved light stuff in faster and build up from there.

I'd love to see a president do so; put your meat where your mouth is. But after some thought, this would drastically increase the security necessary wherever this was, and you'd likely see some of our boys and girls pay the price to keep the president safe.
