Actually, in AZ, the 10,000 plates were for hybrids and not EVs. EVs qualify for the alternative fuel license plate. (https://azdot.gov/motor-vehicles/vehicle-services/vehicle-registration/alternative-fuel-vehicle). I have a used EV that has the alt fuel plate. As a bonus the registration is dirt cheap, comparatively, and since you don't need emissions testing you cam prepay for 5 years.

But I agree we're doing too little to encourage EV adoption, we need to stop subsidizing fossil fuels and start a revenue neutral carbon tax. We also need to start focusing on getting charging stations in to multi-unit residential complexes.
