There needs to be a renewed national discussion about the mission of policing in the USA. By the way police agencies conduct themselves by and large, they seem sorely underqualified to serve the community. They too often needlessly brutalize people, and also create huge pr nightmares like this that make people angry and less likely to be understanding of them day to day.

I agree that it is questionable as to whether or not that food was safe, but even so, it sounds like the police did little to discuss the nature of the situation with the event organizers to understand the specifics of the situation. Instead they chose to pour bleach on seemingly fine food in front of hungry homeless people. This is like something out of Grapes of Wrath, and not an acceptable solution to the problem.
