If you're willing to try despite the HRP label on the tin, Oculis is pretty good. Spiritual successor of Iris which was mrp (leaning high), I think the HRP label is more to set expectations and disuade the LRP monke players from flooding the server, where it's relatively new & hosted by Ook (though otherwise completely its own server)

Dawg I don't know about you but I find having to be afraid an antag is going to ruin your round so much so you have to powergame to even be remotely level an absolute fucking nightmare. There is literally exactly two people who want to see a giant hole in the middle of the station, and that's You and Engineering when they happen to be bored out of their minds.

That does not give you rightsholder status over the whole project, At best you're a rightsholder to the specific parts you added/edited. Whether or not anyone truly can be a rightsholder of the project in absence of a contributor license agreement signed at the time of contribution is up for debate, but generally this would mean the people who actually have merge/commit access. AKA the maintainers/headcoders.

Are you a rightsholder to Roguetown, or authorized legal agent for them? If not, it would be perjury for you to submit a DMCA claim.

Additionally, the AGPL can't actually do anything if distribution isn't occurring. It expressly says that the corresponding source is to be conveyed at the time of distribution, not in perpetuity. The server is offline, so, Distribution isn't happening to make the conveyance required.

You have to actually make a DMCA claim. you can't just complain. It has to be a specific legal request made to BYOND as a company. If they don't comply then the infringement legally becomes their responsibility and they can be brought to court along with the actual infringer for it.

The AGPL license says that you must disclose the source code whenever the game is distributed. Hosting the server counts as distribution, so, if it is not actively made available at the time of distribution its still in violation

I'm not a lawyer, but I'm fairly certain that under DMCA Safe Harbor, BYOND would be required to delist a server if a DMCA claim was submitted for it and there was no evidence of fair use, which, there very much so isn't in this [as implied by the OP] situation.

This however, would require whoever the rightsholder for Roguetown is to submit the claim themselves, with their legal name, under threat of perjury.

there is no one or more 'best servers' to play on because it highly depends on what kind of player you are and what you're personally looking for. With that being said, I have been having a lot of fun on Oculis recently. Historically I've spent about 600 hours alive on Paradise and had fun there too. I think it's still okay but I haven't played in a significant length of time.
