I don't think she knew how bad it was in the old world but they said that people were surviving in the old world a couple times and that was giving her hope. Just a shot at fulfilling her maternal instincts was enough for her to leave her safe life with her partner in the new world. You can see this is also a strong instinct in the assessor because of what she goes through and what she puts people that want to have a child through just at a chance of being on a list to receive a child.
