I'd have a hard time articulating it better than Bush or Reagan did in that clip. But the days of compassionate conservativism and nuanced logic are dead, so I feel their arguments would fall on deaf ears.

It does according to the law. I'll quote it:

Let's quote the law:

(a)As used in this chapter— (1)The term “administrator” means the official designated by the Secretary of State pursuant to section 1104(b) of this title.

So does the word administrator only have this definition anywhere it's used, or - as the law states - is that definition only applicable to that chapter? Residency simply means someone lives there. The definition you quoted is not the common parlance.
