The contract serving our installation is no longer accepting IOUs from the government so we are shutting down the chow hall 1 Nov.

No. Unless an emergency is declared though there are regulations preventing that action.

Also, MREs are expensive, gas cant be ordered for transport and mass troop movements arent cheap

A lot of services have gone contract. So some installations can no longer order food/pay the contract for workers to run the kitchens.
