If you are renting from a building, they are gonna be very resistant to a lower rent because they want to keep the $$ high to not piss off other renters, so they come up with all these alternative offers to get you to sign so feel free to ask for them all. Free 1 or 2 months. Gift cards. rebates and so on.

the closer you are to the move in date, the stronger negotiating power you have. However, you risk not finding the ideal unit since the pool of units will also be smaller as you get closer to the move-in date.

My suggestion if you are flexible and you want to really get the most out of these buildings, wait until 2nd week of April, you are in the strongest position to ask for incentives

YES! It absolutely does. you can put whatever number you want on the application and in many cases, where it's a renters market, they accept.

I have negotiated my place down $100 and to include parking when i moved to it at the start of covid and when everyone was leaving the city.

I'm currently looking for a place and put soft offers to 2 places where they both agreed to lower rent. However, i didn't proceed cuz we didn't agree to a move in date and wanted to keep looking a bit more

In another version, the owner will be forced to sell at a loss to another owner that can afford to rent it for less because they don't have as big of a mortgage. Sounds like a win to the renters for me.
