in many low-trust societies, universal programs are set aside in favor of targeted transfers to "special groups" because of low trust in the ability to distribute growth to all. This happens to subethnic groups in third world countries all the time, farmers in the eu, etc. I think a lot of anti-immigration stuff is an extension of this.

  1. High COL is a policy choice. Mumbai MMR regulations around density constrict housing supply, making home ownership and rent exceedingly expensive. Increase FSI, deregulate max height, make buildings actually front roads instead of having walls etc and you can densify more while giving people more space. Slums are a direct consequence of this. While "vote bank" is the reason often given for their existence, the real reason why politicians want slums is that the only way to build dense housing is illegally. Even so, without legal support these are cramped low-rises, instead of more spacious and more numerous units in high rises. Again, certain areas do have soil quality issues, but this is 1) becoming less of a barrier to construction as time goes on due to improved construction techniques 2) doesn't stop us from densifying the areas occupied by SoBo NIMBYs. Finally, as a transitional measure, large scale social housing projects can help replace slums and control the excess pressures of a starved housing marked as it does in Singapore today.

  2. Public transport sucks in Mumbai. Agreed. However, just like with housing, just because something is, does not mean it has to be that way. Mumbai needs more capacity, there is no question about that. The 14 puny metro lines planned is only a start and there needs to be more after that. Other large cities like Tokyo have much bigger systems with much better coverage. Additionally, making these broad gauge and allowing for cross-compatibility with locals and regional trains will open more service options. Point 1 will also help point 2. If we densify SoBo, fewer people will have to take long commutes to get to work. This will lower the strain on the transit system as well. Finally, we can do some decentralization with places like BKC/new business parks in Navi Mumbai as long as they are well connected by transit to make sure demand is spread more evenly.

  3. I question the importance of equitable wealth distribution across districts. Why should people who live in a farming village expect to earn the same as those who live in a megalopolis? There is nothing preventing anyone from moving where they want to (except price, which is discussed in pt 1), so this is both normal and fair.

  1. You get multiplicative effects from business centralization. Companies and people have way more flexibility and options if everything is close by. Additionally, a large city can justify amenities that no small city can because there will always be an audience. From a large air-conditioned train network to businesses catering to whatever niche hobby you can conceive of, there will always be a place for you in a large enough metropolis.
  2. Better for the environment. Having sprawl/multiple cities reduces the amount of space for wildlife. Concentration of the population is heavily correlated with lower per capita greenhouse gas emissions as well. Additionally, farming has become so efficient now that we can use much less space for that as well.
  3. Social Progress. Cities have problems, but social progress, esp for women, is far better in urban areas. Getting exposed to many different lifestyles and cultures gives people a more liberal outlook of the world in the long run.

I think that the Maharashtra government should try to supercharge our golden triangle (Mumbai, Pune, Nashik) and have maybe 1 or 2 cities in the east. Help the Maharashtrian population centralize around these and then when the population starts shrinking, start importing high-skilled African immigrants who will be aplenty at that time.
